Message from Village President Kathleen O'Hara

Neighbors,
From what I have witnessed around town, I think Lake Bluffers have done an admirable job during Phase 3. This has not been easy or comfortable, but we did it because it was necessary for the greater public’s health. Together, we have kept our community safe and have made Illinois one of the most successful places in the country at containing COVID-19.
Today, our region moves to Phase 4 of the Governor’s Restore Illinois plan. This newsletter contains more details on the new guidelines. As we continue the process of reopening, please remember to:

Wear a face covering as much as possible while in public.

Remain six feet distant from others, even friends. Continue to refrain from handshakes, hugs, and other close contact.

Be careful with social gatherings. While it is safer to meet with others in small groups, there is still risk. This is not the time for large parties and community-wide celebrations.

Practice good hygiene. Wash your hands frequently and train yourself not to touch your eyes, nose, and mouth.
Let’s not let all our hard work go to waste. Stay vigilant. Stay safe.
COVID-19 Updates
PHASE FOUR. Today, our region enters Phase 4 of Restore Illinois, the statewide five-phase public health plan to reopen. In Phase 4, many facets of regular life resume subject to the continued use of face coverings and social distance. This is the most advanced phase until there is a vaccine or effective treatment for COVID-19. Specific changes include:
- An increased gathering size of 50 people.
- Most businesses reopen with continued safety requirements including:
- Indoor drinking and dining.
- Indoor fitness classes, recreation facilities, and open gyms.
- Museums and zoos.
- Outdoor spectator events.
- Youth sports.
- Theaters, cinemas, and performing arts.
- Options for schools to resume in-person learning based on local conditions.
FREE TESTS. You can get COVID-19 testing without symptoms, insurance, a prior appointment, or a doctor's referral at any IDPH community-based testing site. The closest site is at 102 W. Water St. in Waukegan and is open 8 a.m. to 4 p.m. or while daily supplies last.
Village and Community Updates
VEHICLE STICKER renewals are due by July 31. You can renew your sticker online, by U.S. mail, or postage-free using the white dropbox across from Village Hall.
SCAM SIGHTING. Utility scams are on the rise. Be wary of unsolicited phone calls; you can always call them back using a published phone number. Ask for identification before you allow anyone on your property.
CLOSED. Village offices will observe Independence Day on Friday, July 3. The Farmers Market will still operate Friday morning on the Village Green.
Board and Committee Actions

Agendas and meeting materials are typically available the Friday before a meeting; videos within a week after the meeting; and minutes after they are approved at the next meeting of the public body. Not all meetings are recorded on video.

Recent Finance Committee Special Meeting (June 22, 6 p.m.) The Finance Committee continued to discuss changes to Village revenues and expenses due to COVID-19.
Recent Village Board Meeting (June 22, 7 p.m.). The Village Board:
- Extended the Village's declaration of emergency.
- Approved:
- Sound attenuating hoods at the CLCJAWA Water Treatment Facility (200 Rockland Road) and the waiver of building permit fees for the project.
- A sign exemption for the relocation of Lake Bluff Hub and Cycle and BONK from 79 to 77 East Scranton Avenue.
- A study of proposed stormwater improvements in the East Terrace and a possible stormwater utility tax.
- The disposal of surplus construction escrows and bonds, including clarifications to the Village Code regarding right-of-way permits.
- Gave first reading approval for:
- Residential bulk variations at 709 Sheridan Road (Ragsdale) to allow construction of a ~590 square foot master suite on the second floor.
- Zoning relief to allow the relocation of BONK, the operation of the Cache speakeasy in the basement of Inovasi, and liquor retail sales inside Inovasi.
- Liquor license changes necessary for Inovasi's request, as well as to permanently allow beer and wine deliveries (currently allowed temporarily during COVID-19).
There are no public meetings scheduled the week of June 29.
